Why is M&E
Monitoring and evaluation are separate practices dedicated to the assessment of a project’s overall performance. Monitoring is a systematic and long-term process that gathers information in regards to the progress made by an implemented project. Evaluation is time specific and it’s performed to judge whether a project has reached its goals and delivered what expected according to its original plan.
  • Rationale – Is an intervention needed? What is the Theory of Change (ToC)?
  • Targeting – Who needs the intervention?
  • Processes – How should the intervention be carried out?
  • Delivery – To what extent are planned activities actually realized?
  • Quality – How well are the services provided through the current model?
  • Responsiveness – What role do gender and other key factors play in the intervention model?
  • Outcome – What outcomes are observed? What does the outcome mean?
  • Impact – Does the program makes a difference? If so, how?
  • Should program priorities be changed or expanded?
  • To what extent should resources be allocated?
  • Is the intervention cost-effective? Is there value for money?
  • What are the long-term prospects for sustainability?
